New partnership introduces “Chidi,” an AI-powered learning companion designed to strengthen teaching, critical thinking and digital skills in Rwanda’s public education system. ALX, global artificial intelligence company Anthropic, and the Government of Rwanda have announced a landmark partnership aimed at revolutionizing learning and teaching across Africa through the deployment of advanced AI tools. At the center of the initiative is “Chidi,” an AI-powered learning companion built on Anthropic’s Claude model, designed to support both learners and educators by encouraging inquiry, critical thinking, and problem-solving rather than simply providing direct answers.

Minister of ICT and Innovation Paula Ingabire emphasized that the partnership supports

The partnership is being described as one of the largest AI-enhanced education deployments on the continent, aligning Rwanda’s ambitions under Vision 2050 with broader efforts to equip Africa’s youth with future-ready digital skills.

A New Model of AI-Powered Learning

Speaking on the announcement, ALX Founder and CEO Fred Swaniker said the initiative represents a shift in how learning happens across Africa. “This collaboration marks a bold step in redefining how African talent learns, works, and leads in the age of AI,” Swaniker said. “Africa’s youth are not just consumers of AI, but creators shaping innovations that will define the global economy.” Phase 1 of the rollout, which introduced Chidi to ALX learners across Africa, recorded more than 1,100 conversations and 4,000 chats within two days, demonstrating strong early engagement. The partnership will now expand into Rwanda’s public education system through a Phase 2 pilot.

Training Teachers and Civil Servants

Under the next phase, up to 2,000 educators across Rwanda, alongside a select group of civil servants, will participate in ALX’s AI Career Essentials program, gaining hands-on experience in applying generative AI tools to improve lesson planning, teaching productivity, and classroom engagement.

Graduates will receive one year of access to Anthropic’s Claude tools, including Claude Pro and Claude Code, ensuring continued AI literacy beyond the pilot stage. A joint working group involving ALX, Anthropic, and the Government of Rwanda will also document lessons from the pilot to inform Rwanda’s national AI policy in education and explore innovations such as localized African language models.

Rwanda Positions AI at the Core of Education Reform

Rwanda’s Minister of Education, Joseph Nsengimana, said the initiative aligns closely with national priorities on teaching quality, digital literacy, and human capital development.

“Rwanda’s ambition is to place safe AI in the hands of educators so students gain timely, future-ready skills,” Nsengimana said, adding that the pilot will be assessed based on measurable improvements, with safeguards for privacy and academic integrity. Minister of ICT and Innovation Paula Ingabire emphasized that the partnership supports Rwanda’s long-term workforce transformation goals. “This collaboration allows us to explore innovative AI tools that could enhance learning, support educators, and strengthen developer capabilities,” she said.

Funding and Shared Responsibilities

Under the agreement: Anthropic will cover LLM and API-related costs for deploying Chidi and Claude access. ALX will provide training infrastructure and implementation support. The Government of Rwanda, through the Ministries of Education and ICT, will offer policy guidance and institutional access without bearing financial commitments. The partners will also explore opportunities for scaling the program across Rwanda and other African markets.

A Defining Moment for Africa’s Digital Future

Anthropic’s Head of Beneficial Deployments, Elizabeth Kelly, said the initiative demonstrates how transformative AI can be made accessible globally.

“By partnering with ALX and the Rwandan government, we’re ensuring Claude’s capabilities strengthen education safely and responsibly across several countries in Africa,” she said. The collaboration positions Rwanda as a regional launch hub for AI-enabled education and governance, offering what officials describe as a blueprint for inclusive and ethical AI adoption across the continent. As Chidi scales, the initiative is expected to expand opportunities for African learners, empower teachers with modern tools, and strengthen Africa’s role in shaping the future of global technological innovation.
