Ambassador CG Dan Munyuza, on February 1, 2025, presented his Letter of Credence to Mohamed al-Menfi, Chairman of Libya’s Presidential Council, as Rwanda’s Ambassador to Libya, with residence in Cairo, Egypt. According to a post on X from the Embassy of Rwanda in Egypt, he conveyed greetings from His Excellency Paul Kagame, and they discussed strengthening ties between Rwanda and Libya for mutual benefit. Rwanda and Libya have engaged in various forms of cooperation and bilateral relations over the years, focusing on areas such as unity and reconciliation, diplomatic representation, and humanitarian efforts. In March 2018, Rwanda and Libya agreed to collaborate on sharing experiences in unity and reconciliation. On January 23, 2021, Ambassador Alfred Gakuba Kalisa presented his Letters of Credence to Prime Minister Fayez Mustafa al-Sarraj, officially becoming Rwanda's representative to Libya. During the ceremony, both parties expressed a desire to strengthen bilateral relations. Regarding humanitarian collaboration, in September 2019, the Government of Rwanda, the African Union Commission, and the United Nations High Commissioner for Refugees (UNHCR) signed a Memorandum of Understanding to establish an Emergency Transit Mechanism (ETM). This agreement facilitated the evacuation of refugees and asylum seekers from Libya to Rwanda. As of August 2024, the agreement was extended to continue operations until December 31, 2025. Since its inception, over 2,400 refugees and asylum seekers from various African countries have been evacuated to Rwanda, with around 1,800 resettled in third countries.
