The Democratic Republic of Congo has officially announced its candidacy of Madame Juliana Amato Lumumba for the position of Secretary-General of the International Organization of the Francophonie (OIF). The move, formalized through an official communiqué from the Ministry of Communication and Media, signals the DRC's desire to play a central role in shaping a modern, inclusive, and people-centric Francophone space. “In presenting the candidacy of Madame Juliana Amato Lumumba, the DRC wishes to contribute to a more modern, inclusive, and people-centric Francophonie,” said Mr. Crispin Mbadu Phanzu, Minister Delegate for Francophonie. He praised her exceptional background, her commitment to women and youth, and her vision of a solidary Francophonie.

Madame Lumumba brings over 30 years of experience in public governance, cultural diplomacy, international cooperation, and African economic leadership. A graduate of the prestigious EHESS (School for Advanced Studies in the Social Sciences) in Paris, she has held high ranking positions within the Congolese state, including Vice-Minister and later Minister of Culture between 1997 and 2001. Beyond her public service, Lumumba is an accomplished entrepreneur, having founded and led several companies in consulting, communications, and international trade. From 2007 to 2015, she served as the Secretary-General of the Union of African Chambers of Commerce, Industry, Agriculture and Professions (UACCIAP) based in Cairo. Since 2015, she has been an international speaker focusing on topics such as women’s economic empowerment, continental integration, and new development paradigms, cementing her reputation as an intellectual influence. With this candidacy, the Democratic Republic of Congo aims to champion a solidary and people centric Francophonie that can successfully navigate the cultural, digital, and economic transitions of the 21st century. Lumumba’s candidancy ties with Rwanda’s Louise Mushikiwabo who seeks a third mandate for this position.
