The Ministry in charge of Emergency Management (MINEMA) on Saturday, February 22, during Umuganda community work, commenced the rehabilitation process to address damage caused by shelling from DR Congo in Rubavu District. The shelling, which occurred on Monday, January 27, took place as M23 fighters advanced toward Goma city, which was under the control of FARDC and its coalition. This coalition included the genocidal FDLR, other militia groups, and forces from the Southern African Development Community (SADC). Instead of directly engaging with M23, the coalition launched attacks that struck Rwandan territory, particularly targeting Rubavu and its surrounding areas. The cross-border shelling caused significant damage to homes, schools, and businesses in Rubavu, especially in parts of the town and Cyanzarwe Sector. Following an initial assessment, MINEMA pledged to rehabilitate 293 damaged houses and seven schools by May. The evaluation also recorded the loss of livestock, including 151 chickens, four sheep, and five goats. During Umuganda community work in Rubavu on Saturday, February 22, MINEMA officially launched the rehabilitation efforts. "We are initiating the reconstruction of infrastructure, particularly schools and homes, after securing the necessary government funds. This will ensure schools reopen and affected residents regain their normal lives," said Philippe Habinshuti, Permanent Secretary of MINEMA. "The government has consistently supported the victims of the shelling, addressing all their needs and ensuring their safety." A budget of Rwf 500 million has been allocated for the reconstruction of seven schools and 293 houses. Recently, Alain Mukuralinda, Rwanda’s Deputy Government Spokesperson, stated, "The government will cover 100 percent of the damages."
