In 2022, their foreign ministers signed a memorandum of understanding (MoU) to enhance bilateral relations. In recent years, Rwanda and Somalia have strengthened their ties through various agreements and high-level meetings. In February 2020, the two nations signed a Bilateral Air Service Agreement (BASA), allowing their national carriers to operate direct flights for both passengers and cargo, thereby boosting trade and connectivity. In the area of security, the Rwanda National Police (RNP) and the Somali Police Force (SPF) formalized their cooperation in June 2024 by signing an agreement to collaborate on capacity building, combating transnational organized crime, counter-terrorism efforts, and addressing cybercrime. High-level diplomatic engagements have further solidified this partnership. Somali President Hassan Sheikh Mohamud was among several African leaders and delegates who attended President Kagame's inauguration ceremony in August 2024. During that time, Sheikh Mohamud met with President Paul Kagame to discuss bilateral relations and regional cooperation.
