The late Retired Chief Superintendent of Police Richard Kamanzi, who passed away on February 22, 2026, was killed Sunday after a rain-weakened retaining wall collapsed onto his home in Gasabo District, police confirmed. The fatal incident occurred on February 22, 2026, in Rindiro Village, Kibagabaga Cell, Kimironko Sector, following heavy rainfall that destabilized an earth-retaining wall from a neighboring compound. Authorities said runoff water had weakened the structure before it gave way, crashing into Kamanzi’s bedroom while he was inside. Kigali police spokesperson CIP Wellars Gahonzire confirmed the death and said rescue teams retrieved the retired officer’s body from the rubble. He was later transported to Rwanda Military Hospital for formal procedures. “The house sustained extensive damage, and local authorities are coordinating temporary shelter for the family as longer-term arrangements are considered.” He said. Kamanzi previously served in the Rwanda National Police, rising to the rank of Chief Superintendent before retirement. Colleagues described him as disciplined and committed to public service throughout his law enforcement career. Police urged residents to take extra precautions during the rainy season, emphasizing proper drainage maintenance, reinforcement of retaining walls, and avoidance of construction practices that increase landslide risks. Heavy seasonal rains have heightened structural safety concerns in several parts of Kigali, particularly in hilly residential areas.
