Rwanda has signed Memoranda of Understanding (MoUs) with Mauritania and Guinea to enhance investment cooperation and facilitate business opportunities. The MoUs were signed on Wednesday, May 14, during the ongoing 2025 Africa CEO Forum in Abidjan, Côte d’Ivoire. The MoU aimed at strengthening cooperation on investment promotion and facilitation between Rwanda and Mauritania was signed by the Chief Executive Officer of the Rwanda Development Board (RDB), Jean-Guy Afrika, and Aïssata Lam, Director General of the Investment Promotion Agency of Mauritania. The signing followed a meeting between President Paul Kagame and President Mohamed Ould Ghazouani, during which they discussed ways to further enhance the mutually beneficial bilateral relations between Rwanda and Mauritania. These meetings took place on the sidelines of the opening of the 2025 Africa CEO Forum on May 12 in Abidjan, Côte d’Ivoire. On the side of Guinea, a Memorandum of Understanding was signed between RDB CEO Jean-Guy Afrika and Oliano Diana Kouyate, Managing Director of the Private Investment Promotion Agency of Guinea. Rwanda and Guinea maintain strong bilateral relations, as demonstrated by high-level visits between the two heads of state. In April 2023, Rwanda and Guinea signed an agreement to establish a joint cooperation committee and concluded additional accords in key sectors such as agriculture, ICT, education, mining, and security.
