Rwanda Football Federation (FERWAFA) President Shema Fabrice has paid more than Rwf800 million linked to the bounced cheques at the centre of a criminal case against him, following an agreement reached with the prosecution. Shema was expected to appear before the Nyarugenge High Court last Thursday for a hearing on his appeal against provisional detention. The hearing, however, did not take place after he reached an agreement with the prosecution. The case was subsequently scheduled for September 23, 2026. According to the agreement, Shema admitted to allegations of issuing cheques without sufficient funds and obtaining another person’s property through fraudulent means. The amount involved in the cheques was reportedly USD 600,000, which Shema has since paid. Under the agreement, the prosecution will ask the court to convict Shema on charges of issuing a bad cheque and obtaining another person’s property through fraud. It will also request a six-month suspended prison sentence, suspended for one year, together with a fine of Rwf3 million. However, the agreement is subject to approval by the court. Both sides agreed that if the court rejects it, the agreement will have no legal effect and the prosecution will continue as if it had never been made. The prosecution also agreed that information provided by Shema during the negotiations and admission of guilt cannot be used for any purpose other than matters related to the agreement. Until the court approves the agreement, either side may terminate it in writing, provided the reasons for termination are communicated to the other party. The court is expected to consider the agreement on September 23, 2026.
