The United States and Iran are negotiating a one-page memorandum of understanding to formally end hostilities, according to a regional source familiar with the talks, in what could mark the most concrete step yet toward halting the conflict.
Cable News Network (CNN) first reported the existence of the short-form memorandum, citing sources close to the negotiations, providing the first public indication of a structured framework under discussion.
The draft document would declare an end to fighting and open a follow-up negotiation track covering Iran’s nuclear program, sanctions relief and security arrangements in the Strait of Hormuz, people briefed on the discussions said.
Officials involved in mediation efforts said the two sides were “getting close” to agreement, though U.S. officials cautioned that similar negotiations have collapsed at late stages amid substantive disagreements.
The talks, involving back-channel diplomacy and regional intermediaries including Pakistan, follow weeks of escalation that disrupted global oil flows and heightened concerns over maritime security in the Gulf.
Any agreement that stabilizes traffic through the Strait of Hormuz, a critical global oil chokepoint, could ease fuel price pressures in import-dependent regions, including East Africa, where transport and energy costs are closely tied to Gulf supply routes.
Key sticking points remain, particularly over the scope of sanctions relief and limits on Iran’s nuclear activities, and negotiators have yet to finalize terms.
