The Government of Rwanda, through the Ministry of Education (MINEDUC), has entered into a strategic partnership with MTN Rwanda aimed at fast-tracking digital skills development and expanding access to digital learning nationwide, as the country intensifies efforts to build a competitive, future-ready workforce. The partnership, officially signed on January 29, 2026, anchors the rollout of a new flagship initiative dubbed Digital Skills for Digital Jobs (DSDJ)—a nationwide digital learning and career-guidance platform designed to equip young people with in-demand, market-relevant skills in an increasingly digital global economy. Under the initiative, learners will gain access to more than 500 online courses delivered through the MTN Skills Academy, covering a wide range of practical disciplines including basic digital literacy, coding, data analytics, digital marketing, financial management, and employability skills. The platform is tailored to support students, teachers, out-of-school youth, and beneficiaries of government-supported education programmes, creating multiple pathways to employment and entrepreneurship. MINEDUC noted that DSDJ goes beyond conventional e-learning by combining digital training with career guidance, enabling learners to transition more effectively from education to the labour market or self-employment. The programme is positioned as a key intervention to address skills mismatches and youth unemployment, while also strengthening Rwanda’s growing digital economy. Speaking at the launch, Minister of Education Joseph Nsengimana emphasized that the partnership reflects the government’s broader strategy of leveraging public-private collaboration to accelerate national development. “Equipping young people with relevant digital skills is a cornerstone of sustainable development,” Nsengimana said. “This partnership allows us to expand access to modern, high-quality learning opportunities while ensuring inclusivity, quality, and alignment with national education standards.” Beyond skills training, the MINEDUC–MTN partnership also targets improved digital access across the education sector. Key interventions include affordable and customized data bundles for teachers, reduced internet costs for educational platforms, and the provision of low-cost connectivity to schools—measures expected to strengthen digital teaching and learning across the country. The initiative is also being integrated into the RISE Programme (Resilience in Secondary Education), with particular focus on out-of-school youth. Through targeted digital skills support, RISE beneficiaries will be better positioned to participate in Rwanda’s digital transformation, while contributing to the growth of micro, small, and medium enterprises (MSMEs). MTN Rwanda Chief Executive Officer Monzer Ali said the partnership underscores the company’s commitment to using technology as an enabler of education and socio-economic progress.

“Our goal is to make technology a practical tool for learners and educators,” Ali noted. “By offering affordable internet, tailored data packages, and access to digital skills training, we are helping prepare Rwanda’s youth for the jobs of tomorrow and supporting the country’s digital-led development.” Under the agreement, MINEDUC will provide policy guidance and oversight to ensure effective implementation, while MTN Rwanda will contribute technical expertise and digital infrastructure to support the programme’s delivery and sustainability. Officials said the partnership aligns closely with Rwanda’s National Strategy for Transformation (NST2) and Vision 2050, particularly in advancing human capital development, expanding digital inclusion, fostering innovation, and creating decent jobs for young people. As Rwanda continues to position itself as a regional technology and knowledge hub, the Digital Skills for Digital Jobs initiative is expected to play a critical role in shaping a resilient, inclusive, and future-ready workforce—one capable of driving sustainable economic growth in the digital age.
