A delegation from the Ministry of Transport of the Republic of Ghana, led by Minister Joseph Bukari Nipke, has begun a study visit to learn from Rwanda’s public transport regulatory framework, particularly the moto-taxi industry. On Monday, March 3, the delegation was received at the Rwanda Utilities Regulatory Authority (RURA), where discussions focused on sharing best practices for regulating public transport in both countries. Ghanaian authorities consider Rwanda an ideal destination for benchmarking visits, as evidenced by multiple delegations visiting the country at different times. On October 28, 2024, the Speaker of the Rwandan Parliament, Gertrude Kazarwa, along with Deputy Speakers Beline Uwineza and Sheikh Musa Fazil Harerimana, welcomed Members of the Ghanaian Parliament who were in Rwanda for a similar visit. The two countries share strong bilateral cooperation. On January 7, 2025, President Paul Kagame attended the inauguration ceremony of Ghanaian President John Dramani Mahama and Vice President-elect Naana Jane Opoku-Agyemang. On February 23, Rwanda’s Minister of Foreign Affairs and International Cooperation, Ambassador Olivier Nduhungirehe, held talks with his Ghanaian counterpart, Samuel Okudzeto Ablakwa, on the sidelines of the 46th Ordinary Session of the AU Executive Council in Addis Ababa, Ethiopia. Their discussions focused on further strengthening bilateral relations and cooperation. Rwanda and Ghana have signed multiple agreements, including a General Cooperation Agreement (GCA), a Bilateral Air Service Agreement, and an agreement establishing a Joint Permanent Commission. Additionally, the two nations have signed Memoranda of Understanding in various sectors, including defense and security cooperation, private sector collaboration, tourism, arts and culture, financial sector cooperation, and trade and economic cooperation. Efforts are ongoing to expand these agreements to other sectors, fostering collaboration among public, private, and civil society organizations. In a move to deepen bilateral ties, Ghana appointed its first resident High Commissioner to Rwanda in 2024, establishing a High Commission in Kigali.
