Kigali, Rwanda — The National Bank of Rwanda (BNR) has temporarily suspended the operations of Mobicash Rwanda Ltd for three months effective January 23, 2026, citing violations of laws and regulations governing payment service providers.

The central bank announced the regulatory action in an official statement signed by Governor Soraya M. Hakuziyaremye on January 29, 2026. The suspension follows what BNR described as operations that failed to comply with established financial regulations.

The regulatory action was taken under Article 34(e) of Law No. 74/2023 governing payment service providers. According to the statement, Mobicash was previously required to cease operations that did not comply with the law and regulations set by BNR.

BNR assured customers that they will continue to have full access to their funds during the suspension period. Account holders can withdraw their money and maintain their rights to their balances throughout the three-month suspension.

The central bank urged customers and other stakeholders to closely follow updates on payment service providers posted on BNR's website at https://www.bnr.rw/paymentsystem. BNR emphasized that this measure is intended to protect customers and maintain the integrity of payment services in Rwanda, and that the suspension may be extended if necessary under the law.

Mobicash Rwanda operates as a mobile financial services platform providing payment solutions across the country. The suspension represents a significant regulatory intervention in Rwanda's mobile money sector as the country continues its push toward financial inclusion and a cashless economy.

The company will need to address the regulatory concerns raised by the central bank before resuming normal operations.
