Rwanda’s Parliament has two chambers, whose mandate is to make laws and oversee the actions of the Executive on behalf of the people of Rwanda. The Senate is composed of 26 members, some elected and others appointed. These include twelve senators elected by electoral colleges according to administrative entities, eight senators appointed by the President of the Republic, four senators designated by the National Consultative Forum of Political Organisations, and two senators representing public and private higher learning institutions. When appointing senators, the President considers principles of national unity, representation of historically marginalized groups, and other national interests. The Senate is responsible for upholding national principles, overseeing political organizations, approving key appointments, and reviewing the State finance bill.
