The agreements included a Memorandum of Understanding (MoU) on economic and trade cooperation, another on education, and a third covering tourism, business, and conservation. Speaking at the signing ceremony, President Kagame said that both countries have many opportunities to benefit from each other. In April 2023, President Kagame visited Guinea-Bissau, where he was warmly received by President Embaló. At the Presidential Palace, the two leaders first held a closed-door meeting, followed by bilateral discussions with members of both delegations. During the visit, President Embaló awarded President Kagame the Amílcar Cabral Medal, the highest honor in Guinea-Bissau. This medal is given to heads of state from countries considered close friends of Guinea-Bissau.
