President Paul Kagame has held talks with Belén Calvo Uyarra, the outgoing Ambassador of the European Union to Rwanda, as she concluded her diplomatic mission in the country. The meeting took place on Tuesday, 21 July 2026, at Village Urugwiro, where the two leaders discussed the progress made in strengthening cooperation between Rwanda and the European Union. According to a statement shared by the Office of the President, President Kagame and Ambassador Calvo Uyarra reviewed the long-standing partnership between Rwanda and the EU, highlighting achievements in various areas including vaccine production, peacebuilding initiatives, minerals cooperation, environmental protection, investment, education, and development programmes. During her tenure as EU Ambassador to Rwanda, Belén Calvo Uyarra played a key role in promoting cooperation between the two sides and supporting joint initiatives aimed at advancing Rwanda’s development goals. The European Union remains one of Rwanda’s major development partners, working with the country in areas such as sustainable development, economic growth, governance, education, and programmes aimed at improving citizens’ livelihoods. Calvo Uyarra was appointed EU Ambassador to Rwanda in 2022 and officially began her duties in September of the same year. Her mandate focused on deepening diplomatic and development ties between Rwanda and the European Union. Following the completion of her term, she will be replaced by Jérémie Blin, a French diplomat who has been appointed as the new EU representative to Rwanda, based in Kigali. Blin brings extensive diplomatic experience, having previously served as France’s Ambassador to Burundi and as Chargé d’Affaires at the French Embassy in Rwanda.
