Rwandan President Paul Kagame has warned leaders and public officials against presenting achievements that do not reflect the reality on the ground, saying citizens’ experiences should remain the ultimate measure of national progress.

Kagame made the remarks on Friday, July 17, 2026, during a Political Bureau meeting of the Rwandan Patriotic Front (FPR Inkotanyi) held at Intare Arena in Rusororo, Gasabo District, attended by more than 2,000 party members and invited guests.

Speaking at the meeting, Kagame, who is also the chairman of FPR Inkotanyi, said the party’s political approach is centered on identifying challenges facing the country and finding practical solutions rather than creating narratives based on unfulfilled claims.

He emphasized that development cannot simply be declared by leaders if ordinary citizens do not experience the impact.

“Results cannot be created only by words for people to believe they exist. You cannot invent achievements,” Kagame said, giving examples of education and healthcare.

He noted that if children are not attending school or citizens do not have access to better health conditions, claiming otherwise would only create more challenges for those responsible.

The President urged leaders to regularly evaluate their performance and ask themselves whether their reported achievements match what citizens are experiencing in their daily lives.

According to Kagame, self-assessment is essential because failure to recognize real problems can prevent effective solutions.

He said FPR Inkotanyi meetings provide an opportunity to remind members of their responsibilities, review progress and identify areas requiring improvement.

Kagame also stressed that Rwanda’s development journey should continue to focus on self-reliance, accountability and ensuring that policies translate into visible improvements for citizens.

The meeting brought together senior FPR officials, government leaders and representatives from diplomatic missions in Rwanda.
