On the sidelines of the summit, the two leaders discussed strategies to strengthen the existing bilateral military cooperation between the Ghana Armed Forces (GAF) and the Rwanda Defence Force (RDF). Rwanda and Ghana collaborate in defence, as evidenced by mutual visits between the two countries. From April 29 to May 7, 2023, a delegation of students and faculty members from the Ghana Armed Forces Command and Staff College conducted a study tour in Rwanda. During the visit, the students toured the Kigali Genocide Memorial and the Campaign Against Genocide Museum. They also visited institutions including Zigama CSS, Military Medical Insurance, Rwanda Military Hospital, RDF Command and Staff College, and several other government and private institutions. The two countries share strong diplomatic bilateral relations. On January 7, 2025, President Paul Kagame attended the inauguration ceremony of Ghanaian President John Dramani Mahama and Vice President-elect Naana Jane Opoku-Agyemang. On February 23, Rwanda’s Minister of Foreign Affairs and International Cooperation, Ambassador Olivier Nduhungirehe, held talks with his Ghanaian counterpart, Samuel Okudzeto Ablakwa, on the sidelines of the 46th Ordinary Session of the AU Executive Council in Addis Ababa, Ethiopia. Their discussions focused on further strengthening bilateral relations and cooperation. Rwanda and Ghana have signed multiple agreements, including a General Cooperation Agreement (GCA), a Bilateral Air Service Agreement, and an agreement establishing a Joint Permanent Commission. Additionally, the two nations have signed Memoranda of Understanding in various sectors, including defence and security cooperation, private sector collaboration, tourism, arts and culture, financial sector development, and trade and economic cooperation. Efforts are ongoing to expand these agreements to other sectors, promoting collaboration among public, private, and civil society organizations. In a move to deepen bilateral ties, Ghana appointed its first resident High Commissioner to Rwanda in 2024, establishing a High Commission in Kigali.
