Rwanda and the Kingdom of Morocco have signed a Bilateral Air Services Agreement aimed at strengthening cooperation in international air transport between the two countries. The agreement was signed on Thursday, September 2025, in Montreal, Canada, on the sidelines of the 42nd Assembly of the International Civil Aviation Organization (ICAO). It was signed by Prosper Higiro, Rwanda’s Ambassador to Canada, and Abdessamad Kayouh, Morocco’s Minister of Transport and Logistics. “This milestone expands civil aviation cooperation, opening new opportunities for trade, tourism, and investment while deepening ties of friendship between our two nations,” the Rwanda Civil Aviation Authority wrote on X. Ambassador Higiro welcomed the signing of the agreement, noting that it reflects the excellent relations between the two countries. He added that the agreement would “develop our respective aviation sectors” and create new opportunities for cooperation in several areas of civil aviation. Rwanda and Morocco have enjoyed strong diplomatic relations for decades. In June 2025, the two countries signed a military cooperation agreement that established a framework for strengthening defense ties and laid the foundation for a broader strategic partnership. By 2019, Rwanda and Morocco had already signed 36 agreements in sectors including trade, environmental protection, mining, geology and hydrocarbons, judicial cooperation, and human capital development.
