On Thursday, 12 December 2024, the Government of Rwanda, in partnership with the UN Refugee Agency (UNHCR), received another group of 149 refugees and asylum seekers from Libya. They were evacuated from Libya under a memorandum of understanding signed between the Government of Rwanda, the African Union, and UNHCR. This agreement established an Emergency Transit Mechanism (ETM) to provide life-saving protection, assistance, and long-term solutions to extremely vulnerable refugees stranded in Libya, through temporary evacuation to Rwanda. The asylum seekers received from Libya include 54 Eritreans, 51 Sudanese, 12 Somalis, 15 Ethiopians, and 17 South Sudanese nationals. The Government of Rwanda, UNHCR, and the African Union implemented the ETM to deliver urgent protection, assistance, and sustainable solutions for refugees trapped in Libya. This mechanism ensures their safety through temporary relocation to Rwanda. The first group of 66 refugees and asylum seekers from Libya arrived in Rwanda in September 2019. Since then, more than 2,400 others have been received, with 1,835 among them resettled to third countries.
