. The event served as a reminder that the day goes beyond celebrating military victory; it represents a national vision of unity, resilience, and collective progress, which every citizen is called upon to uphold. In his keynote address, Rwanda’s Ambassador to France, François Nkulikiyimfura, emphasized that liberation is not solely about freeing a country. Rather, it reflects a broader and enduring commitment to rebuilding a nation that welcomes all of its citizens and fosters genuine unity, not merely unity in rhetoric. The Ambassador highlighted that July 4 and July 7 serve as markers of Rwandan heroism, as they commemorate the courage of those who emerged from the horrors of Rwanda’s past, choosing reconciliation and national reconstruction over division and despair. Ambassador Nkulikiyimfura praised the enduring spirit of heroism that has propelled Rwanda to its current status; a nation globally recognized for resilience, strong leadership, and effective use of national resources for the common good. He noted that these qualities have enabled significant progress in key areas such as poverty reduction, increased life expectancy, and access to education for all. He also pointed to Kigali’s growing stature as a regional hub for development and diplomacy. The Rwandan capital has become a center for hosting international conferences, summits, and large-scale gatherings that elevate Rwanda’s presence on the global stage. One of the most anticipated upcoming events, the Ambassador said, is the World Cycling Championship, which Rwanda will host. He described it as a major international tournament that will draw global attention and mark a historic milestone for both Rwanda and the African continent. In his remarks, Ambassador Nkulikiyimfura also underscored Rwanda’s commitment to international diplomacy and regional cooperation, particularly its contributions to peace and security. He cited Rwanda’s proactive efforts in peacebuilding, noting the recently signed peace agreement between Rwanda and the Democratic Republic of Congo, brokered with the support of various nations. He emphasized that Rwanda’s experience with conflict fuels its determination to promote peace, both at home and abroad. Concluding his address, the Ambassador urged attendees to understand liberation as a continuing struggle against poverty, discrimination, and ignorance. He thanked all those in attendance, calling their presence a meaningful contribution to Rwanda’s journey of transformation.

Louise Mushikiwabo, The General Secretary of OIF, attended the event.
