They discussed advancing bilateral cooperation and exchanged views on the situation in eastern DRC. On December 16, 2020, the foreign ministries of Rwanda and Spain signed a Memorandum of Understanding (MoU) to establish a framework for political consultations, aiming to enhance dialogue and cooperation on bilateral and multilateral issues of mutual interest. In December 2018, both countries signed an agreement to facilitate air transport, promoting tourism and business exchanges. On January 31, 2024, the two nations signed agreements in Madrid focusing on higher education and diplomatic training.
