The Ordinary General Assembly of the Rwanda Football Federation (FERWAFA), held on Saturday, January 10, 2026, marked a major moment for the future direction of football in Rwanda. The meeting was officially opened by FERWAFA President Shema Ngoga Fabrice and brought together federation members to review governance, finances, infrastructure plans, and technical reforms. The session began with the Secretary General, Bonnie Mugabe, confirming that a quorum was present, meaning the meeting could legally proceed. Although seven members, including The Winners FC, Interforce, and Gorilla FC, were absent, the required number of participants was still met. Members then approved five signatories who will validate and officially sign all congress decisions, strengthening accountability and institutional credibility within FERWAFA. One of the key outcomes of the assembly was the formal confirmation of Hakizimana Louis as Refereeing Commissioner. After serving in the position for four months on an interim basis, he was approved by members to continue leading refereeing reforms. Hakizimana explained that improvements had already started, particularly in training young referees and restoring order and consistency in match officiating. He pledged to continue professionalizing refereeing and making it more reliable across all competitions.

A major disciplinary decision was also taken during the congress, as Kirehe FC was officially removed from FERWAFA membership. This followed a long period in which the club failed to attend federation meetings and did not participate in FERWAFA competitions. Members saw this decision as necessary to maintain the seriousness, integrity, and operational efficiency of the federation. President Shema Ngoga Fabrice presented a forward-looking vision centered on infrastructure and youth development. He revealed that FIFA President Gianni Infantino had promised Rwanda 20 new football pitches during his recent visit for the FIFA Football Festival. These pitches are expected to significantly boost grassroots football, youth academies, and long-term talent development. FERWAFA also plans to work with private pitch owners and schools to provide affordable access to playing facilities while FIFA-funded projects are being completed.

The financial review was another important highlight. Finance Commissioner Nshuti Thierry reported that FERWAFA received about 51 percent of its expected 2025 income due to delays or shortfalls in funding from FIFA and the Ministry of Sports. Despite this, FERWAFA presented an ambitious 2026 budget of more than RWF 14.6 billion, with funding expected from the government, partners, Bayern Academy programs, and revenue from new FIFA Forward stadium facilities. Concerns were raised about how this budget would be secured, but leaders remained confident. Rayon Sports President Murenzi Abdallah urged FERWAFA to improve how Rwandan football is promoted in the media, arguing that a more positive image would attract fans, sponsors, and investors. FERWAFA confirmed plans to support this through training and better communication strategies. The assembly also committed to revising Rwanda’s football regulations, translating them into both official languages, and introducing a digital system for disciplinary transparency. Overall, the meeting demonstrated FERWAFA’s strong commitment to reform, professionalism, and building a sustainable future for Rwandan football.
