The Rwanda Investigation Bureau (RIB) has clarified that the arrest of Shema Fabrice, President of the Rwanda Football Federation (FERWAFA), is not related to his duties at the football governing body. RIB spokesperson Dr. Murangira B. Thierry said Shema is being investigated over allegations of issuing a dishonoured cheque linked to his private business activities. Shema was arrested on August 11, 2026, sparking speculation on social media that his case was connected to FERWAFA. Speaking to journalists, Dr. Murangira said the investigation is ongoing and urged the public to avoid spreading unverified information. “He is being investigated for issuing a dishonoured cheque. The investigation is still ongoing. It is a cheque related to his work. At this stage, there is nothing else we can disclose,” Dr. Murangira said. He stressed that the alleged offence was committed in connection with Shema’s private business activities and has no link to his leadership of FERWAFA. Shema’s business background Before taking over at FERWAFA, Shema served as Managing Director of Africa Medical Suppliers, a company involved in the supply of medical equipment in Rwanda. It is in relation to his private professional activities that the current case is being investigated, according to RIB. Shema was elected FERWAFA president on August 30, 2025, alongside members of his executive committee in what was described as the “Dream Team.” Since taking office, he has promoted reforms aimed at developing Rwandan football, with particular attention to women’s football, youth development and sports infrastructure. Shema has also stated that he does not receive a salary from FERWAFA. Instead, the $200,000 he would have earned over his four-year term was pledged toward developing young football talent in Rwanda. Former AS Kigali president Shema previously served as president of AS Kigali for six years. During his tenure, the club won several major trophies, including the 2019 and 2022 Peace Cups and the 2022 Super Cup. RIB’s clarification means that, based on the information currently provided by the investigative body, the case facing Shema Fabrice concerns his private activities and should not be interpreted as an investigation into his leadership or activities at FERWAFA.
